Luo Quanmu was born in Nantong, Jiangsu Province in 1965. He graduated from the Department of fine arts of Nanjing Normal University in 1990 as a professional artist. In 2001, "new graphic" Luo Quanmu solo exhibition was held. Participated in the "first China International Gallery Expo" in Beijing; 1997 "invitation exhibition of Chinese contemporary art works" Hong Kong International Convention and Exhibition Center.
